Dr. Patricia Johnson (Assistant to the Commissioner of the Department of Human Resources for state of Georgia) discusses the role of government in responding to poverty (within the context of Reagan administration budget cuts) in a lecture on poverty, racial discrimination and social welfare. She explains the history of social programs and their weaknesses from Franklin D. Roosevelt to Ronald Reagan and distinguishes general social programs from social programs aimed at toward the poor. Other speakers include Dr. Walsh, Dr. Elias Blake, and other unidentified individuals.
