Kenneth B. Spaulding, a Black candidate, an advantage in his bid to defeat the White incumbent, I.T. "Tim" Valentine, for the Democratic nomination in the upcoming primary election, where Black voters are expected to turn out in large numbers, spurred by Jesse L.
